Methods: As outlined in the Real World Testing Plan for Elation Health, the metrics were captured using a summative assessment approach. This involved generating reports and examining audit logs from within the certified Health IT module to track the frequency and success of certified actions over the reporting period.

Key Findings: The results demonstrate successful real-world utility across the tested criteria.

  • Patient Selection (g)(7): usage was extremely high, with over 25 million requests for patient tokens, confirming the plan’s expectation of “high utilization”
  • Standardized API (g)(10): usage was low (5 calls to specific USCDI resources), which aligns with the plan’s specific expectation for this criterion (“Expectation is there will be low utilization”). This indicates that while the FHIR environment is available (evidenced by 7,895 access requests), deep adoption of USCDI resource calls via this specific API is still in early stages among our users/integrators.

This represents a 97% return rate on valid patient tokens, and a 3% failure rate due to insufficient requests from the requestor. Once the valid patient tokens were returned, there were 183779163 follow up requests using validate patient tokens; representing a 7.6 return of API calls per patient token.

These indicate a significant portion of API calls using patient tokens are not requesting the most regulated endpoints for Summary Records, but instead request API data from all other endpoints.

Of the 7895 calls, there were only 5 to the BulkEHI export endpoint, indicating a .0006% utilization rate for FHIR API calls.
